Does the Iraqi government ration Xanax to its citizens?

My friend who is a Marine, serving his second tour in Iraq, told me that during his first tour he met a civilian who told him that the Iraqi government rations Xanax to it's civilians to deal with the stress ociated with the constant bombings. Does anyone know if this is true? He wasn't joking either, this guy has never been known as a good liar, and this wouldn't be something that he'd joke about.
